Job Summary
The Senior Technical Project Manager (TPM) is responsible for driving delivery execution across HaloMD's DataNext operating model - a four-tower data platform organization spanning Core Foundations, Analytics Engine, Data Quality & Support, and the DataNext Office. This role reports directly into the DataNext Office and serves as the operational backbone of the DataNext portfolio.
 
This is a senior, highly trusted role that owns delivery orchestration, scrum management, and cross-tower coordination across DataNext's full initiative portfolio from foundational data platform builds to analytics products (Customer Portal, legacy migrations) to innovation POCs (AI, self-serve BI). The TPM ensures that multi-team initiatives are planned realistically, sprint cadences are healthy, dependencies are actively managed, risks are surfaced early, and commitments are met with discipline and transparency.
 
This role is not a traditional project coordinator. It requires strong technical fluency, comfort operating in ambiguity, and the ability to sequence work intelligently across competing tower priorities. The TPM does not own product strategy but is a critical force multiplier for the DataNext leadership team - ensuring the right work gets done, in the right order, by the right people.
 
Essential Duties and Responsibilities
Portfolio Delivery Ownership
  • Own end-to-end delivery planning and execution across all DataNext towers: Core Foundations, Analytics Engine, Data Quality & Support, and DataNext Office initiatives
  • Develop and maintain an integrated DataNext portfolio view including initiative-level roadmaps, milestone tracking, dependency maps, and resource constraints across pods
  • Actively manage scope, timelines, and risks across the portfolio, ensuring DataNext leadership has clear, real-time visibility into delivery health and tradeoffs
  • Track and report on Q1-Q2 tower objectives and escalate blockers before they impact commitments
Scrum & Agile Delivery Management
  • Serve as the Scrum Master across DataNext delivery pods facilitating sprint planning, daily standups, sprint reviews, and retrospectives with consistency and rigor
  • Partner with tower leads and product owners to maintain healthy, well-groomed backlogs and realistic sprint commitments
  • Coach teams on Agile best practices and help establish repeatable delivery rhythms across a distributed, multi-pod structure
  • Identify and remove impediments that slow team velocity or create cross-pod friction
  • Drive continuous improvement by tracking delivery metrics (velocity, cycle time, escaped defects) and surfacing patterns to DataNext leadership
Cross-Tower Coordination
  • Serve as the neutral orchestration layer across all four DataNext towers ensuring delivery commitments stay aligned without bias toward any single team or initiative
  • Facilitate cross-tower working sessions to resolve dependencies, clarify ownership, and unblock execution particularly at handoff points between Core Foundations outputs and Analytics Engine consumption
  • Ensure clean coordination between platform builds and the downstream teams that depend on them
Executive Communication & Governance
  • Produce concise, executive-ready DataNext portfolio status updates for the DataNext Office and senior leadership covering progress, risks, decisions required, and recommended paths forward
  • Support the DataNext Governance cadence: intake, prioritization, and portfolio review processes
  • Proactively surface delivery risks, systemic bottlenecks, or cross-tower misalignment before they impact business commitments
  • Maintain DataNext Communications, activating tracking mechanisms and reporting on what is and isn't working across the portfolio
Technical & Domain Translation
  • Translate business and analytical requirements into actionable delivery plans and technical milestones in partnership with tower tech leads
  • Maintain sufficient technical depth to challenge assumptions, recognize execution risk, and ask the right questions of data engineers, analysts, and architects
  • Partner with the Principal Tech Lead (Core Foundations) and tower leads to ensure plans are technically sound and staffed appropriately
 
Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Data Science, or a related field, or commensurate experience
  • 8+ years of experience in technical project or program management, with significant experience leading data, analytics, or platform initiatives
  • Demonstrated experience as a Scrum Master or Agile coach across multiple teams or pods simultaneously
  • Strong technical literacy, including familiarity with: 
    • Modern data platforms and pipelines (e.g., Snowflake, dbt, Airflow)
    • SQL and analytics concepts
    • Cloud-based data environments (e.g., Azure)
    • BI and reporting tools (e.g., Power BI)
  • Proven ability to manage a multi-initiative portfolio with competing priorities and shared resources
  • Strong communication skills with the ability to translate technical complexity for executive audiences
  • Experience with Agile/hybrid delivery tools (e.g., Jira, Azure DevOps, Confluence)

Preferred Qualifications
  • Prior background in data engineering, analytics, or software development
  • Experience working with healthcare claims, IDR workflows, or revenue cycle data
  • PMP, CSM, SAFe, or equivalent certification
  • Experience supporting executive-level governance or portfolio delivery reporting
  • Familiarity with data governance frameworks or data product operating models
