Position Summary
HaloMD is seeking an experienced and strategic Director of State Affairs to lead our state government relations and policy advocacy efforts across all 50 states. This position reports to the Chief External Affairs Officer and serves as the executive lead for managing relationships with state legislators, regulators, and policymakers. The Director will develop and execute comprehensive state advocacy strategies, oversee multi-state legislative priorities, and serve as the primary liaison between our organization and state-level stakeholders to advance HaloMD's legislative policy priorities.
Key Responsibilities
Strategic Thinking
- Ability to develop and implement comprehensive state affairs strategies that align with corporate objectives and advance priority legislative and regulatory initiatives across key states
Relationship Building
- Exceptional interpersonal skills and ability to establish trust with senior policymakers and healthcare system stakeholders. Build and maintain strategic relationships with state legislators, governors' offices, state agency officials, and key leaders across the country
Engagement
- Proven ability to either manage limited lobbying support, join state lobbying coalitions to broaden exposure, and represent the company at state legislative sessions, industry conferences, and policy forums.
Communication
- Excellent written and verbal communication skills; ability to translate complex policy issues into clear business narratives and lobbying efforts to manage relationships with external lobbying firms and consultants in key states
Political Acumen
- Deep understanding of legislative processes, political dynamics, and policy development by monitoring state legislative activities, regulatory developments, and policy trends; provide timely analysis and recommendations to executive leadership
Project Management
- Ability to manage multiple priorities, meet deadlines, and deliver measurable results including direction of state advocacy campaigns, testimony development, comment letters, legislative briefings, reports, legislative analyses, coalition building, and grassroots mobilization efforts.
Qualifications
- 8+ years of experience in state affairs, government, public policy, or related roles
- Ability to travel up to 25% annually, as needed, for in-person meetings
- Demonstrated experience engaging with congressional staff and federal policymakers
- Strong understanding of healthcare policy and the legislative process.
- Excellent written and verbal communication skills
- Ability to manage multiple priorities in a fast-paced environment
- Proven track record of building bipartisan relationships and advancing policy objectives
Specialized Skills/Knowledge
- Strong analytical and problem-solving skills
- Detail-oriented with a high degree of accuracy and accountability
- Experience with MS Office applications including Word, Excel, Access, Outlook etc.
